Il-proġett ta' Msida Creek ser jibda fl-ewwel jiem ta’ Novembru

Wara snin ta’ konsultazzjonijiet, diskussjonijiet u pjanar, il-pjanijiet ta’ Infrastructure Malta dwar il-proġett tal-Imsida Creek ser jibdew jiġu attwati mill-ewwel jiem ta’ Novembru u jkunu konklużi fl-2027.

L-ewwel xogħlijiet ser ikunu ffukati max-Xatt tal-Imsida, bl-inqas impatt possibbli fuq it-traffiku. Ix-xogħlijiet ser iservu biex jinbena moll ġdid u jsiru l-pedamenti u l-bini tat-triq li tgħaqqad Ta’ Xbiex lejn il-Belt. Fl-istess waqt ser jibdew it-tħejjijiet biex tinħoloq karreġġjata temporanja fi Triq Mikiel Anton Vassalli biex wara jibda jsir xogħol ta’ rinfurzar mal-ħitan tal-ġnub tat-triq.

Il-proġett, li l-pjanti tiegħu ġew iddisinjati mill-ġdid wara diskussjonijiet u suġġerimenti mill-imsieħba soċjali inkluż il-Kunsill Lokali, ser jinkludi l-bini ta’ flyover ġdid li għandu l-għan li jieħu post il-junction tat-traffic lights. Ikopri wkoll f’1.6km f’linji u passaġġi dedikati għaċ-ċiklisit u l-użu pedonali.

Infrastructure Malta ħasbet biex 60% ta’ dan il-proġett ikun dedikat għal spazji pubbliċi u ambjent pjaċevoli fiċ-ċentru ta’ din il-lokalità. Dawn l-ispazji, inkluż il-ġnien pubbliku, ser ikunu mifruxa fuq 19,375 metru kwadru, ekwivalenti għal tliet grounds tal-futbol. Dan ifisser li l-proġett ser jara żieda ta’ aktar minn 8,000m2 fi spazju miftuħ u żoni mħaddra. Ser ikunu qed jiżiedu 214-il siġra matura, żieda ta’ 50% fuq l-ammont preżenti, u żieda ta’ 17,000 arbuxell.

Quddiem il-Knisja ser issir pjazza ta’ 2,200 metru kwadru, kif ukoll kanal tal-ilma b’tul ta’ 300 metru fuq medda ta’ 2,400 metru. Apparti li ser jifforma parti minn pjan biex jiġu evitati l-għargħar, il-kanal ser ikun imdawwar b’mogħdijiet aċċessibbli għall-pubbliku.

Il-proġett jinkludi d-disinn u r-rikostruzzjoni tal-junction tat-traffic lights li tgħaqqad Triq il-Marina, Triq il-Wied tal-Imsida u Triq Mikiel Anton Vassalli, u t-tisħiħ ta’ numru ta’ junctions li jinsabu fl-inħawi u li jagħtu minn u lejn il-Gżira, Tas-Sliema u Ta’ Xbiex. Il-pjanijiet tad-disinn tat-triq ser jeliminaw il-ħin ta’ stennija ta’ traffic lights, tnaqqis fil-ħin tal-ivvjaġġar u riskji ta’ inċidenti. Fl-istess waqt ser jgħin biex itejjeb il-kwalità tal-arja f’dawn l-inħawi tal-Imsida u l-madwar.

It-triq li testendi mill-parti ta’ Sa Maison fl-Imsida lejn ir-roundabout tal-Iskatepark f’Tal-Qroqq hija kruċjali u tgħaqqad il-Belt u r-reġjun tal-Port il-Kbir mar-reġjuni tat-Tramuntana u n-Nofsinhar tal-pajjiż. Kull siegħa, mit-traffic lights junction tal-Imsida Creek, minn u lejn il-Belt Valletta u l-lokalitajiet tal-madwar, jgħaddu medja ta’ iżjed minn 50,000 vettura kuljum.

Il-flyover, b’tul ta’ madwar mitejn metru u mdawra b’sound barriers, ser tgħaqqad direttament Triq il-Marina ma’ Triq Mikiel Anton Vassalli. Din ser tnaqqas l-impatt tat-traffiku minn fuq iż-żoni residenzjali, l-ispazji miftuħa u l-promenade tal-Imsida. Bħala parti minn dan l-investiment, Infrastructure Malta ser ittejjeb il-konnessjonijiet tat-trasport pubbliku tul din ir-rotta li tintuża ħafna għal dan il-għan. Ser jinbnew bankini iktar wesgħin, b’infrastruttura segragata li taħseb għaċ-ċiklisti u għal min jimxi mad-dawra tax-xatt, li eventwalment jgħaqqdu Tal-Pietà ma’ Ta’ Xbiex u Triq il-Wied tal-Imsida.

Il-proġett jaħseb għal konnessjonijiet siguri għaċ-ċiklisti u min jaqsam it-triq. Ser jiġi żviluppat parkeġġ għal 115-il spazju u li ser ikun mgħotti bil-pannelli solari. Ser jaħseb ukoll għal sistema tal-ġbir tal-ilma tax-xita taħt l-art bil-għan li tiġi indirizzata l-isfida tal-għargħar, li ilha tkaxkar għal diċenji sħaħ.

Dan il-proġett, li jkopri ftehim għal rabta ta’ għaxar snin biex isir xogħol ta’ manutenzjoni u operat, jifforma parti mill-impenn ta’ Infrastructure Malta biex ittejjeb il-kwalità, l-effiċjenza, is-sigurtà u s-sostenibbilità tal-infrastruttura tat-toroq, u tipprovdi l-kapaċità biex tegħleb l-isfidi preżenti u tilqa’ għall-ħtiġijiet tal-futur.

Completion of Infrastructure Improvement Work Leading to Ċirkewwa Terminal

Infrastructure Malta has completed an infrastructure project aimed at facilitating and better organising traffic around the Ċirkewwa Terminal. This project involved the construction of a continuous lane dedicated to vehicles heading towards Gozo, starting from the Armier roundabout and extending to the Ċirkewwa Terminal. Infrastructure Malta also took advantage of necessary road maintenance to integrate it with this reorganisation project.

With this €7 million investment, the journey for individuals travelling to Gozo is being facilitated without restricting access to areas around the terminal for workers, public transport, and non-Gozo-bound traffic. Over the past 13 years, traffic congestion has disrupted public and emergency transport services, especially when the car queue for the ferry extended beyond the marshalling area, causing significant challenges for others needing access to Ċirkewwa, including emergency vehicles and divers. This project also addresses the record number of trips being registered to and from Gozo.

The project spanned two and a half kilometers, replacing the steel barriers separating the two carriageways with concrete structures certified for maximum safety. The introduction of these concrete barriers, which Infrastructure Malta first implemented in 2019, has enabled more efficient use of space. The new road design aims to prevent vehicles from crossing between carriageways and includes the installation of a new lighting system and enhanced safety measures.

The work on this project, which began in mid-February, was completed as promised before the start of the summer season.

Infrastructure Malta is pleased to announce the successful closure of the tender call process for the Msida Creek project, a significant infrastructure development. The project involves the construction of a new flyover intended to replace the existing traffic light junctions and incorporate facilities for alternative modes of travel. This ambitious project garnered substantial interest from the industry.

Earlier today, the bidding process concluded with the submission of three competitive proposals to undertake this transformative project. This positive response is perceived as a vote of confidence in Malta's commitment to improve the quality, efficiency, safety and sustainability of Malta’s infrastructure. It also aims to provide the necessary capacity to overcome existing challenges and meet future requirements.

As we move forward, the adjudication process is set to commence immediately, marking the next phase in determining the most suitable partner for this major project. This meticulous evaluation process will ensure that the selected bidder aligns seamlessly with our vision for the Msida Creek project and possesses the expertise necessary to deliver high standard outputs.

We express our gratitude to all participating entities and look forward to a successful collaboration that will bring the Msida Creek Project to fruition. Notably, this project, which includes a major upgrade and embellishment of the surrounding areas with new recreational zones, represents the first major road infrastructure project that incorporates a comprehensive 10-year operations and maintenance period.

Swieqi - St. Julian’s Junction Improvement

Infrastructure Malta announces the development of the Swieqi – St. Julian’s Junction, a significant investment that will transform the current traffic light junction into a grade-separated junction. This project will organise traffic flow in the area and address long standing accessibility issues to/from Swieqi and St. Julian’s.

During a technical media briefing, officials detailed the upgrade plans for the Swieqi - St Julian’s area. The project is part of the ongoing improvements to the TEN-T arterial road network and is designed to facilitate better access to these communities, improve safety, and encourage active mobility.

The project's focus is along Triq Mikiel Anton Vassalli and its immediate vicinity, extending direct links from the junction with Triq Normandy, on the north, to Triq il-Marbat, Swieqi, on the south.

Key improvements include better management of traffic flow and turning movements into Swieqi and St. Julian’s, enhancing the effectiveness of entry and exit points. For active mobility users, the project delivers new footpaths and an enhanced pedestrian link replacing the current vehicle underpass between Triq is-Swieqi and Triq Santu Wistin.

Traffic modifications include a new slip road from the Northbound carriageway of Triq Mikiel Anton Vassalli to Swieqi and St. Julian’s, designed to allow traffic to flow separately and avoid conflicts with the main route. Similarly, traffic exiting St. Julian’s proceeding Northbound, shall use an adjacent route below Triq Mikiel Anton Vassalli to merge with the inner lane of the main Northbound carriageway. The exit from Swieqi will be improved through a link below Triq Mikiel Anton Vassalli in lieu of the existing substandard underpass connecting the same Swieqi Road with Triq Santu Wistin.

Additionally, the project will upgrade the stormwater system to better manage rainwater through improved catchments and discharge points.

Following extensive consultations with stakeholders, including local councils, Infrastructure Malta will be submitting preliminary plans to the Planning Authority, with further adjustments anticipated as discussions progress. This project represents a significant step forward in the agency’s commitment to improve infrastructure and mobility within the communities of Swieqi and St. Julian’s.

The Planning Authority approves Msida Creek Project

After years of consultations, discussions, studies, and planning, the Msida Creek project plans proposed by Infrastructure Malta have been approved by the Planning Authority today.

The project, which has undergone a redesign based on discussions and suggestions from our partners, will involve the construction of a new flyover. This flyover is intended to replace the existing traffic light junction and will incorporate facilities for alternative modes of travel, including cycling and walking. The project will also provide for a major upgrade and embellishment of the surrounding areas with new recreational zones. Infrastructure Malta proposed that 60% of the Msida Creek Project be dedicated to open public spaces, creating a more pleasant environment to the centre of this locality.

The new open spaces and recreational zones being created by this project, will include a new 2,200 metres squared piazza in front of the Parish Church and a seawater channel, the latter also forming part of a plan to prevent flooding. This 300-metre channel will be surrounded with pathways in a landscaped area designated for relaxation in a serene environment.

This project includes the redesign and reconstruction of the traffic lights junction connecting Triq il-Marina (to and from Sa Maison and Valletta), Triq il-Wied tal-Imsida and Triq Mikiel Anton Vassalli (to and from the Tal-Qroqq Skatepark roundabout) and the upgrading of a number of nearby junctions with other roads leading to and from Gżira, Sliema and Ta’ Xbiex. The plans of the road design will eliminate traffic light waiting times and reduce travel times and accident risks along this arterial route, whilst improving air quality in this part of Msida and other nearby residential and recreational areas.

The road corridor extending from the Sa Maison area of Msida to the Tal-Qroqq Skatepark roundabout is one of the country’s principle network nodes, connecting Valletta and the Grand Harbour region with the northern and southern regions of the island. Over 4,500 vehicles go through the Msida Creek traffic lights junction every hour to travel to and from Valletta and other nearby localities.

The new 200-metre long bidirectional flyover will directly link Triq il-Marina with Triq Mikiel Anton Vassalli, to reduce the impact of this through traffic on the nearby recreational and residential areas and promenades of Msida.

As part of this investment, Infrastructure Malta will also improve public transport connections along this route where the bus service is widely used. Wider pavements will also be built, along with a part of the new segregated cycling and walking track by the seafront, that eventually will connect Tal-Pietà with Ta’ Xbiex and Triq il-Wied tal-Imsida. Pelican pedestrian crossings will be added for safe connections when travelling on foot or cyclists.

A new solar-covered parking lot with 115 spaces will also be developed. The landscaped zone and public garden will cover a total area 5,500 metres squared.

The project plans include a comprehensive underground stormwater system to alleviate the area’s flooding problem that has been dragging on for decades.

Also, the Msida Creek Project tender is the first major road infrastructure project that includes a comprehensive 10-year operations and maintenance period on it. 

The upgrading of this important network node forms part of Infrastructure Malta’s ongoing commitment to improve the quality, efficiency, safety and sustainability of Malta’s land transport infrastructure, and to provide the necessary capacity to overcome existing challenges and meet future requirements.

Infrastructure Malta completes the Mriehel Underpass Project

Infrastructure Malta completed the Mriehel Underpass Project, creating a direct route from L-Imdina Road to the Mriehel Bypass, next to the Malta Financial Services Authority offices.

The two-lane 60-metre underpass is located beneath the new roundabout, eliminating the traffic lights at this important junction between Balzan, Birkirkara and Mriehel. Through this new tunnel, the main eastbound traffic flows from L-Imdina Road, Balzan, towards the Mriehel Bypass (Royal Malta Artillery Avenue) and is grade-separated from the other flows converging at the newly built roundabout.

Infrastructure Mala built this cut-and-cover underpass using more than 290 precast concrete panels to form its tunnel walls. The agency lifed in place the concrete beams that support the ceiling slab of the new Mriehel Underpass, covered with the new roundabout and its approaching lanes, pedestrian and cycling crossings.

The agency opened the tunnel in early October 2022, creating an uninterrupted link between L-Imdina Road, Balzan and Mriehel Bypass. Infrastructure Malta planned the Mriehel Underpass Project to augment the positive impacts of the Central Link Project in Attard, Balzan, Birkirkara and Mriehel.

As it reduces traffic volumes, the Mriehel Underpass Project enabled the introduction of safer pedestrian and cycling crossing to link Birkirkara, Mriehel and Balzan with Il-Hofor Road, a rural road leading to Zebbug and Qormi.

These roundabout crossings will further improve the connections of the four-kilometre cycling and walking infrastructure developed through the Central Link Project in Ta’ Qali, Attard and Balzan.

As part of the Central Link Project, Infrastructure Malta built two new lanes to create an uninterrupted route in the opposite direction, westbound from the Bypass towards Balzan and Attard.

By eliminating the principal eastbound (through the new tunnel) and westbound flows from the new roundabout, it has become quicker and safer for road users travelling to other nearby destinations, including Mriehel, Birkirkara and Zebbug (from Attard, Balzan and Lija).

In the meantime, Infrastructure Malta is also implementing a project upgrade in the southbound carriageway of the Mriehel Bypass and upgrading the existing junction leading to the Mriehel Industrial Estate.

Infrastructure Malta will be submitting new plans to the Planning Authority for the Msida Creek Project development applications.

 

Other than the building of a new flyover to replace the Msida Creek traffic lights junction and safer facilities for alternative modes of travel, including a new cycling and walking track, the project will also provide for a major upgrade and embellishment of the surrounding areas with new recreational zones. The agency is proposing that 60% of the Msida Creek Project be dedicated to open public spaces, creating a more pleasant environment to the centre of this locality.

This 220-metre channel will be surrounded with pathways in a landscaped area designated for relaxation in a serene environment. 

This investment of approximately €18 million, includes the redesign and reconstruction of the traffic lights junction connecting Triq il-Marina (to and from Sa Maison and Valletta), Triq il-Wied tal-Imsida and Triq Mikiel Anton Vassalli (to and from the Tal-Qroqq Skatepark roundabout) and the upgrading of a number of nearby junctions with other roads leading to and from Gżira, Sliema and Ta’ Xbiex. The proposed road design will eliminate traffic light waiting times and reduce travel times and accident risks along this arterial route, whilst improving air quality in this part of Msida and other nearby residential and recreational areas.

The upgrading of this important network node forms part of Infrastructure Malta’s ongoing commitment to improve the quality, efficiency, safety and sustainability of Malta’s land transport infrastructure, and to provide the necessary capacity to overcome existing challenges and meet future requirements. The agency conducted a Road Scheme Upgrade Assessment and a Road Safety Audit to ensure that this upgrade will sufficiently cater for the requirements of current and future road transport demands.

As part of this investment, Infrastructure Malta will also improve public transport connections along this route where the bus service is widely used. Wider pavements will also be built, along with a part of the new segregated cycling and walking track by the seafront, that eventually will connect Tal-Pietà with Ta’ Xbiex and Triq il-Wied tal-Imsida. Pelican pedestrian crossings will be added for safe connections when travelling on foot. 

A new solar-covered parking lot with 100 spaces will also be developed, whilst the area surrounding the Workers’ Memorial will be transformed into a landscaped green area, adjoining the existing public garden which will be extended. The landscaped zone and public garden will cover a total area 4,500 metres squared. 

The new project plans include a comprehensive underground stormwater system to alleviate the area’s flooding problem that has been dragging on for decades.

Opening of new Mriehel Underpass

Infrastructure Malta opened the new Mriehel Underpass connecting L-Imdina Road with the Mriehel Bypass, at the junction next to the Malta Financial Services Authority offices (MFSA).

Another uninterrupted connection that crosses over the tunnel in the opposite direction, from L-Imdina Road (Birkirkara) to Attard, will be opened in the coming weeks. The agency is planning to complete Mriehel Underpass Project by the end of the year.

After completing the excavation of this cut-and-cover underpass in February, during the past months the agency's contractors erected 290 precast concrete panels to form its walls and also lifted in place the 16 prestressed concrete beams, each weighing six tonnes, that support the tunnel roof. During the last quarter of 2022, they will conclude the final works in the tunnel and continue the project with the new roundabout above the underpass, as well as new pedestrian and cycling crossings and landscaped areas.

Just like Santa Lucija Roundabout Underpass Project was developed to extend the benefits of Marsa Junction Project along the main route to southern Malta, Infrastructure Malta planned Mriehel Underpass Project to augment the positive impacts of Central Link Project in Attard, Balzan, Birkirkara and Mriehel.

The two-lane 60-metre underpass will form part of a new roundabout intersection that is replacing the old traffic lights system at this important crossroads between Balzan, Birkirkara and Mriehel. Through this tunnel, the main eastbound traffic flows, from L-Imdina Road, Balzan towards the Mriehel Bypass (Royal Malta Artillery Avenue), will be grade-separated from the other flows converging at this junction.

As part of Central Link Project, in 2020 Infrastructure Malta built two new lanes to create an uninterrupted route in the opposite direction, westbound from the Bypass towards Balzan and Attard.  By eliminating the principal eastbound (new underpass) and westbound (2020 lanes) flows from the new roundabout, it is becoming quicker and safer for road users travelling to other nearby destinations, including Mriehel, Birkirkara and Zebbug (from Attard, Balzan and Lija).

As it reduces the new roundabout’s design speed and traffic volumes, Mriehel Underpass Project is also enabling the introduction of safer pedestrian and cycling crossings to link Birkirkara, Mriehel and Balzan with Il-Hofor Road, a rural road leading to Zebbug and Qormi. These roundabout crossings will further improve the connections of the four-kilometre cycling and walking infrastructure developed through Central Link Project in Ta’ Qali, Attard and Balzan.
