Rebuilding 18 streets in Mosta

Infrastructure Malta is rebuilding 18 residential roads in Mosta during the next 18 months. 

The agency is dedicating additional resources to improve several roads in this locality, after they had been left in a state of disrepair for many years. Since it was established in 2018, Infrastructure Malta received many requests for assistance from Mosta residents living in these streets. Upgrading them to applicable standards involves extensive technical expertise and financial resources, way beyond the reach of the Local Council’s limited allocations.

Infrastructure Malta liaised with the Local Council to prioritise several streets that need immediate attention. Nine of them are in the Tad-Dib area, close to St Sylvester’s Chapel. The sorry state of these roads has been causing safety risks and other difficulties to residents for a very long time. The agency contracted additional resources specifically for this area, over and above the ongoing seven-year nationwide residential road reconstruction programme launched last year. Infrastructure Malta will continue working with other local councils to prioritise areas whose streets call for such additional resources.
 
Works in two of the nine streets at Tad-Dib, San Silvestru Street u Il-Familja Cumbo Street started earlier this month. The other seven roads identified for this project are Alofju Wignacourt Street, Kumbu Street, Il-Ballata Street, Il-Bdoti Street, Silvestru Fiteni Street, It-Taħħan Street and Ta’ Vnezja Street. In these nine streets, Infrastructure Malta is laying nearly two kilometres of new pipelines and cable ducts to reinforce the existing underground water, Internet and other telecommunication networks supplying the area’s residents. It will then build new road foundations and one and a half kilometres of new footpaths before laying new asphalt surfaces.

Through other ongoing road reconstruction projects, Infrastructure Malta is currently rebuilding San Pawl tal-Qliegħa Street and Tas-Sriedek Street in the Tas-Sriedek area of Mosta. In the coming months, it will start works in Il-Kbira Street, Il-Waqqafa Street, Madre Tereza Spinelli Street and Ruzar Briffa Street in the Taz-Zokrija neighbourhood, as well as Ta’ Bistra Street, Manwella Street and Ruzinjol Street in other parts of this locality.

Now in its second year, Infrastructure Malta’s long-term plan to upgrade the quality of Malta’s residential roads includes the reconstruction of hundreds of roads in all localities. Several local and international road construction companies are being engaged to implement this multi-million infrastructural investment.

Some streets included in this programme had in fact never been built before. Others are in such a terrible condition that they need to be dug up and rebuilt from scratch as well. Before starting works on site, Infrastructure Malta consults the utilities and other companies that have underground distribution networks in these streets to identify any pipelines or cables that need to be added or replaced. This process reduces the risk of having to dig up streets soon after they are rebuilt. Where necessary, road foundations are replaced using stronger materials to increase the lifetime of the new asphalt surfaces. The reconstruction process is concluded with the painting of line markings and the installation of new road signs and other safety equipment, as necessary.

Infrastructure Malta rebuilding another 170 residential roads

Infrastructure Malta is issuing a call for offers to rebuild another 170 residential roads in different localities.


This call for offers follows a similar one issued last year for another 120 residential roads that started being reconstructed earlier this year. These upgrades, valued at €70 million, are being financed through the Government’s €700 million national investment to upgrade the quality of Maltese roads in seven years. 

Prospective bidders are being invited to submit offers for the required works to reconstruct six lots of residential roads, adding up to 52 kilometres of roads with up to 85 kilometres of pavements. In each street, contractors are required to remove the existing road surface, replace and extend old underground water, electricity, Internet or telecoms networks as requested by the respective service providers, repair or rebuild pavements and storm water systems, and build up new road surfaces with stronger foundations and new layers of asphalt. The roads will then be completed with the required safety systems, road markings, signage and other facilities.

A few weeks ago, Infrastructure Malta started works on the first 31 of the 120 roads included in the first €53.5 million contract financed through the €700 million programme. Some of these roads are now nearing completion. They include Fgura’s Triq Ġdida fi Triq l-Għarnuq, Vjal Sir Temi Zammit, in Ta’ Xbiex, Triq Wied Għomor, in St Julian’s and Triq Ħadd in-Nies and Triq in-Newl, in Żabbar. The contractors who are completing these roads will immediately start working on more of the 120 residential roads included in the first contract. 


As Infrastructure Malta specified in the first call for offers issued last year, the second call announced on Monday is also binding bidders to confirm their technical capability to complete the works involved within the specified timeframes and at the established quality and safety standards. This will ensure that works in residential roads are reconstructed in the shortest possible time, without compromising on quality and safety. Contractors with unjustified delays are being fined. Any works that fail to reach the specified quality benchmarks are being redone at the contractors’ expense.  

After consulting local councils and other stakeholders, and after considering requests for assistance from many residents, Infrastructure Malta is determining the priority for the rebuilding of residential roads based on an assessment of their current condition and other factors, such as their connection to other roads and areas within a locality, as well as frequency of use. In scheduling the works in each locality, Infrastructure Malta is also considering nearby activities that may be impacted by road works, such as tourist zones and schools.  

Whilst these residential roads are being upgraded, Infrastructure Malta is also implementing other multi-million projects to improve the safety, efficiency and sustainability of the country’s arterial road network. Since its establishment in summer 2018, the agency completed the second phase of the Marsa Junction Project, including the upgrading of Triq Aldo Moro and Triq il-Gvern Lokali. It also finished the widening of the Marsa-Hamrun Bypass, the reconstruction of Triq Dicembru 13 and the rebuilding of several critical junctions such as the two main roundabouts at Zebbug. 

It is currently working on the construction of the Marsa Junction Project’s seven flyovers (third phase), the upgrading of Triq Regjonali, in Msida, to a six-lane road and the reconstruction of Triq tal-Balal, between San Gwann and Naxxar, Triq il-Buqana, between Mtarfa and Mgarr, Triq Bormla, connecting Zabbar and Zejtun and Triq Hal Luqa, in Santa Lucija. Other projects, including the reconstruction of Triq Hal Qormi, between Qormi and Luqa, the development of two new tunnels beneath the Santa Lucija roundabout and Central Link Project, are scheduled to commence later this year. Central Link Project is a major investment in the arterial road corridor connecting Mriehel, Birkirkara, Balzan, Attard and Ta’ Qali. It includes the upgrading of several junctions and the introduction of new facilities for alternative modes of travel, to halve travel times in these areas and to drastically improve air quality in nearby localities.

€700 million for residential roads

In 2019, Infrastructure Malta launched a €700 million, seven-year national investment to upgrade the quality of Malta's residential roads.  

The rebuilding of each street includes the replacement or reinforcement of existing foundations, upgrading of existing pavements or building new ones, and the laying of new asphalt surfaces. The roads are then completed with the required safety systems, road markings, signage and other facilities. 

Before laying the new road surfaces, Infrastructure Malta is also collaborating with the entities that have underground water, electricity or telecommunications distribution networks in these streets, so that they can be replaced or reinforced, as necessary, as part of this project. 

A first for Malta, this investment is being implemented through contracts that group together the works required to upgrade the quality of many streets in different localities at the same time, rather than engaging in a long-winded process of separate contracts for each road that needs to be rebuilt. This new approach gives prospective bidders the ability to offer better quality materials and services at lower rates, maximising the return of this unprecedented investment to its ultimate beneficiaries, the residents of these streets. The first contract for the rebuilding of 120 streets was awarded towards the end of 2018 and contractors started works in the beginning of 2019. A second contract for the reconstruction of another 170 roads will be launched in the fourth quarter of 2019. More calls for offers for the rebuilding of other roads will continue to be issued every year until all residential roads in all localities are upgraded.  

To be eligible for the contract for the reconstruction of these roads, contractors are being requested to confirm their technical capability to complete the works involved within the specified timeframes and at the established quality and safety standards. This ensures that contractors can actually meet the completion deadlines, minimising the risk of delayed works and related inconveniences to residents. Infrastructure Malta will be closely monitoring all works, to make sure that all works are adequately carried out, and completed on time.
